The Lincoln University area takes its name from the university at its center, founded in 1854 as the first degree-granting institution of higher learning for African Americans in the country, and the alma mater of Langston Hughes and Thurgood Marshall. Set in the rolling farmland of Lower Oxford Township along Routes 1 and 10, it’s a community where a world-spanning student body meets deep-rooted rural households, including some of the county’s Amish farms.

That produces a distinctive document mix. For students, faculty, and staff I handle affidavits, consent forms, and documents that need notarizing before heading out for an apostille or off to another state; for the surrounding farms and longtime residents, deeds, powers of attorney, and estate paperwork. A document signed here and destined for use in another country generally needs two things: a correct notarization, and then an apostille issued by the Pennsylvania Department of State certifying my commission. The apostille comes from Harrisburg, not from me, and not from the county. It is a submission with a processing time, not something you collect on the way home.

Two things determine whether that goes smoothly. First, the notarial certificate has to be right, because a defective one gets the whole package rejected at the state and returned to you, and you find out weeks later. Second, the wording sometimes has to match what the receiving country expects, which is not always what a generic form supplies. Tell me the destination country when you book, and if the document is a sworn statement rather than a simple acknowledgment, tell me that too, since they are different notarial acts with different certificates. Getting that decision right at the table is the difference between one trip and three.

For students specifically: a document you have to swear to, an affidavit of support, a single-status affidavit, a consent form, requires you to appear in person and take an oath or affirmation.
