Pennsylvania lets me certify that a photocopy is a true and complete reproduction of an original you show me, which covers diplomas, transcripts you hold, and personal records. What I cannot do is certify a copy of a vital record: birth certificates, death certificates, and marriage certificates have to come from the agency that issued them, and no notary can substitute for that.
