Atglen is a small borough at Chester County’s far western edge, a quiet crossroads on Route 41 where the county gives way to Lancaster’s farm country. The town grew up with the railroad: the massive stone-arched Enola Low Grade line was blasted through here in the early 1900s, and its rail bed is now the Enola Low Grade Trail, drawing walkers and cyclists along the Octoraro. The surrounding hills are a working patchwork of dairy farms and Amish and Mennonite homesteads.

Pennsylvania requires me to be satisfied of who you are before I notarize anything, and a current government-issued photo ID is the ordinary way to establish that. Under 57 Pa.C.S. § 307(b)(2) I can identify a signer on the oath or affirmation of a credible witness. The catch is in the wording: that witness has to be personally known to me. Not someone who turns up with a driver’s license I can inspect, but someone I already know well enough to be certain of who they are. So this route works when we have a mutual acquaintance, and it does not work between strangers, however good the witness’s own ID may be.
In practice that means a first appointment with a signer who has no photo ID needs a conversation first rather than a booking. Call or text me, tell me who might vouch, and we’ll work out whether the credible-witness route is actually open to us or whether the simpler answer is a PennDOT non-driver photo ID. I would far rather sort that out on the phone than drive to your farm and have to leave without notarizing anything.
The county line is the other thing people ask about out here, usually with more worry than it deserves. My commission is a Pennsylvania commission, and it’s good for any notarial act performed anywhere in the Commonwealth. Crossing from Chester County into Lancaster County changes nothing: on the Chester side, the Lancaster side, or standing in the middle of Route 41, the notarization is equally valid so long as we’re both in Pennsylvania when you sign. County lines don’t limit a notary. State lines do, absolutely, and that’s the distinction worth keeping straight.
